Place a cleaned quail in a solution of cold water and vinegar, using 1/2 cup vinegar to 1 gallon of cold water. Let stand several hours and wash through cold water several times and dry thoroughly. Season with salt and pepper and the roll in flour. Fry in deep hot fat till well browned on all sides. Add 1 cup hot warer slowly and cover. Simmer over low heat 1 hour or till pan is dry. Increase heat and cook tilll quail is crsip.
