Is this something where real food will be eaten? I'm assuming yes because you mention biscuits.

You could make a cake in the shape of a teddy bear. You could also setup teddy bears having picnics with doll frunature, have honey sweetened iced tea and give out small teddy bears as party favors.

There are "Teddy Bear Picnics" all across the world and they do lots of various activities.
Some are:

parade of Teddy Bears
Bears and their owners "compete" for awards awards as the Best Dressed Bear; Beary Oldest Bear; Most Appealing Wee Bear; Most Interesting Big Bear; Most Huggable Bear; and Most Awesome Bear
They wap it up with a Teddy Bear Picnic
Any usual picnic will work, just incorporate things like
honey sweetened drinks
biscuits & honey
fresh fruit (like bears would eat in the woods) - blackberries,etc.
Teddy Grahams
Peanut butter & Honey Sandwiches with bread cut out in teddy bear shapes using a large bear cookie cutter

Last year the girl scouts ahd a teddy bear tea.
They served sandwiches that were teddy cutouts, teddy tea (plain iced tea), and teddy shaped cookies.
Each girl brought her favorite teddy bear. Someone with a digital camera took a picture of each girl and her teddy as they came in. Then she went to Walmart and had one hour photos made.
One group activity was making foam teddy bear picture frames.

Teddy Bears
Makes 2 large bears.
1/2 cup warm water (100 to 110 degrees)
2 envelopes Active Dry Yeast
3/4 cup warm milk (100 to 110oF)
1/4 cup margarine, softened
1/4 cup sugar
1 tsp salt
3 to 3 1/2 cups all purpose flour
3 large eggs
1 1/2 cups whole wheat flour
Date pieces or raisins
Place warm water in large warm bowl. Sprinkle in yeast and stir till dissolved. Add warm milk, butter, sugar, salt, and 2 cups all purpose flour; blend well. Stir in 2 eggs, whole wheat flour, and enough remaining all purpose flour to make stiff batter. Grease top and cover tightly with plastic wrap. Refrigerate 2 to 24 hours.
Remove from refrigerator. Punch dough down. Remove dough to lightly floured surface. Divide dough into 4 equal portions; set aside 2 portions. Shape 1 portion into ball for body. Place on large greased baking sheet; flatten slightly. Divide 1 portion in half; break off 3/4" piece, and shape into ball for nose. Shape remaining piece into ball for head. Attach head to body and pinch to seal. Attach nose to hea and; pinch to seal. Divide remaining half of portion into 6 equal pieces. Shape into balls, and attach to body and head to form paws and ears and pinch to seal. Press date pieces or raisins into dough for eyes and buttons. Repeat with remaining portions. Cover and let rise in warm draft free place till doubled in size, about 40 to 60 minutes.
Beat remaining egg with 1 tablespoon water; brush over dough. Redefine shapes, if necessary. Bake at 350 degrees for 25 minutes or until golden. Remove from sheets and let cool on wire racks. Serve with honey
I think while the kids are off for Christmas vacation we just might have a teddy bear picnic.

Coll, you have any interesting ideas that could be added to this one? Sounds like Christmas break will be a great time to do this and something to keep the kids excited!

If you are having it during Christmas break maybe try having them invite a snowmen outside to their picnic. If not too cold outside they could have it outside with hot cocoa or Hot apple cider with cookies and peppermint sticks. Just a thought.

PearBear Picnic Blankets
1 medium pear, cored and cut in 8 wedges
lemon juice
8 thin slices cooked turkey or lean ham
2 tbsp cranberry sauce
Dip pear wedges in lemon juice. Spread each slice of cooked turkey or lean ham with cranberry sauce. Wrap each pear wedge in turkey or ham.

Teddy Bear Snack Mix
2 cups teddy bear shaped graham snacks
2 cups honey nut cheerios
1 cup honey roasted peanuts
1 cup raisins
Mix all ingredients and store in an airtight container at room temperature up tp 5 days. Makes 6 cups snack
