2 lb ground beef
2 cups chopped green bell pepper
1 cup chopped onion
2 lbs frozen southern style hash brown potatoes,thawed
2 cans (8 oz each) tomato sauce
1 cup water
1 can ( 6 oz ) tomato paste
1/2 tsp dried basil, crumbled
1/4 tsp black pepper
1 lb pasteurized process American cheese, thinly sliced and divided

Cook and stir beef in a large skillet till crumbled and brown, about 10 minutes, then drain any fat. Add green pepper and onion and cook and stir till soft, about 4 minutes. Stir in all remaining ingredients except cheese. Spoon 1/2 of the meat mixture into a 13 x 9 x 2" pan and top with 1/2 of the cheese. Spoon remaining meat mixture evenly over the cheese. Cover pan with foil and bake in preheated oven 350 degrees for 45 minutes. Cut remaining cheese into pieces with cookie cutters and place on top of casserole. Let stand loosely covered till cheese is melted, about 5 minuites.
