Swiss Steak over Rice

1 1/2 pound cube steak
salt, pepper, and garlic to taste
3 T olive oil
1/2 chopped onion
1 bell pepper
1 can diced tomatoes
1/2 cup water
4 servings rice, cooked

Brown steak in oil on both sides with the onion and peppers and seasoning. Slowly add the tomatoes and water. Cover and cook on low for 2 hours. Serve over rice.
