Preheat oven to 350 degrees. In bowl, combine flour, sugar, pudding mixes, baking powder and salt. In another bowl, combine water, eggs, oil and vanilla. Stir into dry ingredients just until moistened. fill greased or paper lined muffin cups two-thirds full. In another bowl, combine brown sugar, nuts and cinnamon. Sprinkle over batter. Bake for 15 to 20 minutes, or until toothpick inserted into centers comes out clean. Cool in pan for 5 minutes. Remove from pans to wire rack.
