Butterscotch Muffins

2 cups all-purpose flour
1 cup sugar
1 (4 serving size) box instant butterscotch pudding mix
1 (4 serving size) box instant vanilla pudding mix
2 teaspoons baking powder
1 teaspoon salt
1 cup water
4 eggs
3/4 cup vegetable oil
1 teaspoon vanilla
2/3 cup packed brown sugar
1/2 cup chopped pecans
2 teaspoons ground cinnamon
Preheat oven to 350 degrees. In bowl, combine flour, sugar, pudding mixes, baking powder and salt. In another bowl, combine water, eggs, oil and vanilla. Stir into dry ingredients just until moistened. fill greased or paper lined muffin cups two-thirds full. In another bowl, combine brown sugar, nuts and cinnamon. Sprinkle over batter.
Bake for 15 to 20 minutes, or until toothpick inserted into centers comes out clean.

Cool in pan for 5 minutes. Remove from pans to wire rack.
