Combine vinegar, sugar and ketchup in a small saucepan bring to a slow boil and cook until sugar and ketchup are desolved. Turn up heat when rolling boil resumes add water/cornstarch mixture. Remember this must be cold water, stir until sauce thickens. Serve as a dipping sauce with chicken, or with chineese dishes.
